But when people give the reason as for why he fell in love with her as simply "right time, right place" I dunno...it sounds a bit shallow. Like he could have met any nice girl after that who would have made him feel better but it just happened to be Rose

I definitely don't think it was this. I feel like they connected so well because they were both being revitalized; Nine after having to deal with all the horror of the Time War and Rose after living in a monotonous loops for such a long time and feeling like she was going nowhere. They got to find joy in life again together and that drew them together.

I agree though. Tennant's chemistry with Tate was the best of all and there's no denying that the others pale in comparison.
