Who? I'm not caught up on television at all but I'm curious now.

The character in question is Larry 3000 from Time Squad, as pictured on the icon. The program itself is ten years old and off the air, so following television series wouldn't help you learn about it.
The whole series has a homosexual ambiance to it. Think of Schoolhouse Rock as written by a gay teenage science fiction fan who spent much of his childhood watching Rocky and Bullwinkle.
