Except for the fact that he's the personification of the entire country of Germany and not all of the German people were Nazis.

So no, he's not supposed to be a Nazi. There are scenes with him and Hitler and it's very clear that Germany is uncomfortable with him/does not entirely approve of him.

I'd argue that the country is also shaped by who's in POWER as well as majority - and even if not all Germans were Nazis, many/most followed Nazi rules/ideology - so it fits.

...Except my argument was that that's not how it's portrayed. The scene with Germany and Hitler shows that Germany wasn't comfortable with the Nazi ideology.
