Only in the 1988-1995 animated series Garfield And Friends (which was otherwise brilliant). For some reason, right in the friggin early '90s of all eras, they decided not to use the tough, no-nonsense Arlene as Garfield's love interest and replaced her with a clingy, mopey cat named Penelope, who would usually just whine about how Garfield loved food more than him and yet still clung to him (can we say issues?). Oh yeah, and sing off key. And she was voiced by SNL's Victoria Jackson (who is a Tea Party member now >_<). Arlene did make ONE cameo in the series in a short called "Remote Possibilities" (which used the "literally universal remote" plot 15 years before Click did).
Fortunately, Arlene does appear in the CGI direct-to-video Garfield stuff, and I think in The Garfield Show (a whole new series that airs on Cartoon Network. Sadly, with Lorenzo Music gone, it's just not the same. :( ).

Er, anyway, I guess the Bonus Secret part of the theory is me trying to figure an in-universe explanation for the replacement (and Arlene's cameo was in 1991, a whole year before a) Penelope showed up and b) Eek! The Cat began. So it's not like there's no plausible timeline here).
