Except that it's more like he's the spokesman/representative of the UK than actually being the whole UK as a country? 'Cause, as far as I remember, when a country stops existing they...well. Stop existing in the Hetalia canon [Prussia being an exception since he's a bit too popular to just knock off.]

Anyways, because of the fact his brothers are still around means he's *not* the whole UK as far as that goes, but he represents them in international matters. Saying that the fact he represents them there because he is the whole UK, is kinda like saying that the frontman of a company/band/what have you *is* the whole company/band/ect.
