I think the main reason fandom insists that he's England is because word of god has said that he has brothers representing the other kingdoms of the UK. So, unless they magically stop existing whenever Arthur isn't around them, he actually *isn't* the whole of the UK - just playing the frontman for his family. At least, that's what I've always taken it to me.

But word of god said he IS the UK and he only equals England when his brothers are in the picture as well.

I mean seriously, he's called Britain. He's almost always depicted with the Union Flag. (As far as I remember the only time he's ever been depicted with the English flag was the football world cup illustrations and maybe the strip where he bullied Spain with his pirates - though if those were meant to be English flags they were really screwed up...) 99% of the time Word of God calls him United Kingdom in English, there are jokes about how long his name is (The United Kingdom of Great Britain and Northern Ireland, that is, hell, that's how he introduces himself on the first drama CD) and much of the remaining 1% is obviously a screw-up (such as calling him 'England' and still using the Union Flag; or calling him 'United Kingdom' in English but 'Angleterre' in French).

Fandom insists that OMG HE'S ONLY ENGLAND and proceeds to ignore all the above.

Thing is, he's technically both England and the UK, in a "don't think too deeply about it" way (like many things in Hetalia). I can see why some people want to emphasize one over the other depending on the context, but actually denying that he's the UK (or England) makes my head hurt.
