I think Rowling did write Draco to not actually be evil, but rather was constrained within the ideals of his family and their generation. I think he did what he did for recognition and ~family honor~, but realistically he was scared and relunctant. Like when he was told to kill Dumbledore, I felt like that whole scene was him begging Dumbledore to understand that he has to kill him, not because he wanted to, but because he has to or Voldemort will kill him. And Dumbledore acknowledges that.

At the end he and Harry politely acknowledge each other, which I think speaks volumes about Draco considering how biased the POV of the books are.

Because of Draco and his gang (I think it's been made pretty evident that most of the kids, if not all of them, are influenced by their families with little room to think and act for themselves without severe reprimand. We do see this in Sirius how he was disowned and the Potters lovingly accepted him into their home, and further with Draco, and perhaps even his parents who at the end are relunctant and it seems like they're only following out of fear), and Snape, and the revelations of Dumbledore's youth, I think Rowling is quite clear that we're bound by stereotypes and positions in life, but people can break them. Also that the era in which the characters live in is flawed, though we have seen it progress since Sirius was in school.

I also think there's more she could have done, but she did chose to write her books in 3rd person POV of Harry, which is rather limiting.

(Originally I do think she was going for a clear good vs evil, but I think as the series progressed she added more depth. I would really like to read a sequel series because I think the idea of Slytherin = bad and Gryffindor = good would be dropped as I think Harry's generation helped to further blur those lines.)

TL;DR - I think Harry's POV downplays the reality of Draco's character.
