Well, technically, Rose has violet eyes - all the kids' text colors match their eyes. And I'm pretty sure John referred to both Rose and Mom as blonde when he was talking to Karkat after the ectobiology session. Of course, John could have been generalizing "light hair" as "blonde," and at any rate it's easy to read Rose as amelanistic if not outright albino.

But Dave, yes, definitely. His constantly wearing his shades may be another clue - it's implied to be at least partly that he's self-conscious about his red eyes, but albinos are frequently incredibly photosensitive.
