It doesn't matter whether they did it or not, because it's still sexual abuse. To have the nerve to ask that of anyone is disgusting and wrong, and in no way the fault of the victim. And it's especially sickening in this case because it was OP's stepfather, who automatically has a certain amount of authority over them to start with no matter what age he came into OP's life. I don't care if OP was 9 or 19, or even older. It's never acceptable to corner someone like that. If you've ever had someone "perv on" you, then you should understand that it can be uncomfortable and confusing and overall terrifying because no matter how much you want to go "uhhh no, I'm going to leave now", there's a fear that they're going to find a way to get what they want one way or another. It's even more unsettling when it's a family member who the victim will probably bump into often no matter what they do.

Victim blaming is never, EVER ok. Comments like yours are the reason sexual abuse often goes unreported. It's bad enough that the abusers make sure to twist what's happened so the victim feels they're to blame. I really, really hope you never meet someone who has been abused in any way. Even if you don't know about their past and aren't blaming them specifically, a comment about a news report or an event from a book/movie/etc. that blames the victim could make them feel pretty shitty.
