I never really did Donna/Josh.. I did Josh/Sam. But I do get your point. Pairings in West Wing (especially Donna/Josh, but also CJ/Toby and on) did get made out to be incredibly vital to the show, and at times it did overshadow the real meaning behind them. However, I will say it's a bit of a compliment to the script and the acting that fans attached to the characters in such a way.

Hm. Aside from the politics/humour etc., I must say that a great part of the appeal of this show to me was the relationships. But not necessarily the romantic ones. More the friendship and near familial bonds that they all had. But just Josh/Donna (nice as that was)? Not really.
