Ugh. That was JUST STUPID. Seriously... being conceived in a TARDIS can make you a Time Lord? Hell, since they opened that door, they ought to run with it: Have the Doctor invite a bunch of married couples in to the TARDIS. lather rinse, repeat... He'll be able to populate New Gallifrey in a matter of years!

That was mainly down to Rassilon though who was, and always has been, King Dick. The Doctor got so bouncy with excitement when he found the Corsair's box and thought there would be other Time Lords. I don't think he'd let one arsehole dictator be a reason for why Time Lords shouldn't exist at all.

...Ok, he did sort of the first time with blowing up Gallifrey but Rassilon sort of gave him no choice in the circumstances. Same as Davros did with Skaro in ROTD.
