why? Not all fanfic is written about absolutely incredible books, movies, shows that are so well-written and original that it's hard to match the quality. There is a lot of fanfic written about average and even downright bad books/movies. Some authors create wonderful characters that you want to write about, but their writing itself is mediocre or worse. So if someone writes a really well-written fanfic about these characters ... it's perfectly fine to say that it's better than the original.
Sometimes authors suddenly change a character after several books and make them do things that seem OOC without ever explaining it. So, if a fanfic is instead consistent with the early canon, yes, it may just be more IC than the author's latest books.
