I think that's just part of being in that sort of position/job - sometimes you have to look at the bigger picture and see what's best for the child. Nani could have explained things until she was blue in the face, but if there was evidence she couldn't provide for Lilo (and to Cobra it probably appeared that way) then he would have needed to make the decision to place Lilo somewhere she would be provided for. Love means a lot but stability means a lot too, you know. And we were seeing things between them that Cobra never saw - if you look at what he did see, it probably wasn't the healthiest picture. Bear in mind, he was called in because Nani and Lilo had already been officially noted as living in an unstable environment - he tried to give them chances and make his own assessment, rather than instantly splitting them up.

As for knowing aliens exist, it's quite possible he realised Stitch was an alien the moment he saw him. But (and correct me if I'm wrong here, haven't seen the film in a while) he never saw Jumba or Pleakley persuing Stitch, didn't see them at the house when it was destroyed. The only violence he saw Stitch partake in was lashing out at him, and it wouldn't have mattered if Stitch were an alien or a normal dog in his eyes, he would have noted that as an unruly, untrained and potentially vicious animal in the house.

Any movie where we're seeing a loving family being monitored by social services, I think it's very easy to paint social services as villains, which is extremely problematic. In that regard, Cobra actually came across as warm and good humoured and sympathetic.

Yeah, this. Even if you know aliens exist, you can't go around blaming everything on their existence. Nani's lack of control over Lilo, her unstable financial picture, etc., well, those add up. And chances are that his earlier encounter with aliens didn't involve plasma bolt damage, given whom he was talking to at the time.

As for being part of the family -- well, he got stuck with the job of making it work, didn't he? Might as well enjoy it! I wish more social workers could be like him.
