There may also be a certain amount of younger vs. older fans involved - while there are fans of all ages involved in any fandom, anime and manga fandoms seem to me to skew younger, and therefore you might have an issue of more inexperienced writers. Most people get better as they get more experience ficcing (or just writing in general; it doesn't have to be fanfic), so it's possible that in some of the newer anime and manga fandoms you have a lot of fic by younger people who haven't written much, ergo a lot of generally lesser quality fic. If that's the case, the fic will improve over the life of the fandom. That shouldn't so much be an issue for the fandom represented here, though.
