The problem isn't with a lack of technology, it's with a lack of a basic education. And we do tend to judge culture and civilization by its understanding of maths, science and its dedication to arts and literature -- that's how we see societies like the ancient Egyptian and Mayan and such as cultured.

Hogwarts and its equivalents are the muggle equivalent of a school that only teaches kids how to use Wordpress and not anything else.

Magic is not equivalent to just using one form of technology. It can do anything, that's why they learn it. And, frankly, if you've ever have to sit through Bill Nye having to explain the greenhouse effect to grown-ups, you will once and forever realize: we don't learn that much.
