I think it really depends on what something is and the demographic it's aimed towards. There's a spectrum of quality for all fandoms, but IMO the one thing that makes the most difference is the demographic of the fanwork.

For example, there's a LOT of crap Harry Potter fic out there. There's good fic, for sure, but the spectrum is really wide. But then when I look for X-Files fic, it tends to be written better, as a rule. I usually attribute this to the fact that The X-Files is generally not watched by 12-year-olds, and has a higher fanbase age than something like Harry Potter.

Likewise, with something like Sailor Moon, that's aimed towards a younger demographic. That was personally the first thing I wrote any fanfic for back when I was 11 or 12, and I know that a lot of people got into it at a young age.
