Ia. Villains that you can see a human side of are the most interesting. Which is why Ultimecia is only interesting to me if I believe the Rinoa Ultimecia thing. Too bad squaresoft apparently was really into the surprise villain at the end trope at the time, because they did the same thing with FFIX and sorta with FFX.

The theory that Ultimecia is actually Rinoa from the future. It's mostly based on fan analysis but it surprisingly works and makes Ultimecia a pretty interesting villain imo. It's up at gamefaqs (http://www.gamefaqs.com/ps/197343-final-fantasy-viii/faqs) on a faq named Plot Analysis by falsehead.
