I don't have much of a stance on the actual secret, but the "she's secretly willing even when she's not willing" thing is a problematic trope regardless of whether the characters are consenting or not. OP doesn't have to be saying that it's sexual assault to say that it could be romanticizing it.

it makes me sad that initial reluctance is kind of forbidden. I can understand why (as it's been abused for rape so thoroughly) but it's one of my all time favorite tropes :(

Oh, that's frustrating to me too. One of my all-time favorite ships is one that a lot of people hate because the woman would probably have to have a big change of heart towards the guy or be secretly willing all along and there's this prevalent attitude that the ship is really icky for that reason. But the reluctance/mixed feelings is exactly what I like about it, so, fuck.
