I think Parks and Recreation probably has the strongest (and by "strongest" I mean "best conceived and executed") female characters on network television (at least). Leslie Knope is probably slightly too fantastic to be real, but Ann Perkins, April and Donna are all very different from one another, have distinctive personalities and none of them are perfect, or stereotypes. They're also allowed to have realistic relationships with one another AND the men on the show without every single m/f interaction being fraught with sexual tension or every f/f interaction being about competition or cattiness.
