I'd have a hard time saying I think he's the best, since he's an AU version, like the BBC version (modern day) and the Young Sherlock Holmes version, etc. I tend to look at them differently than (supposedly) canon!versions, like Jeremy Brett and the RDJ version, etc.
I will say that Ratigan is the only version of "Moriarty" I've EVER liked, though.
