Zombies.

Dinosaurs are awesome, and kick butt ala Jurassic Park.

Zombies just try to eat you.

Deinonychus - smart and hunts you. Existential terror.
Spinosaurus, Carnotaurus - huge and tries to eat you. Physical terror.
Zombie - rotting corpse with omnivorous teeth that make more zombies by biting. Body horror and general squick.

I'd say the dinos have the edge. And the teeth.

Spinosaurus - Awesome and runs and is cool. *_*
T-Rex - saves your life.
Zombie - turns you into the monster, forces you to become what you hunt. Once bitten, there is no chance of survival. You lose, game over.

I guess it depends on the canon. In Resident Evil both Jill and Leon were infected, and they managed to conveniently be cured of it during the course of the story.

Dinosaurs can be hurt, frightened off, and eventually get tired.

Zombies will shamble up a pile of their own dead to kill you.

Dinosaurs inspire that sort of healthy, rational fear of any sort of predator capable of killing and eating you. Zombies... well, I admit I have a phobia, but the fact that they will literally. Never. Stop. Really ramps up the existential terror factor.

I always wanted to be one of those tiny Campy (I can't remember their full proper name) ones. It would be so much fun to have someone go, "Oh aren't you so cu---aaaaagghhh!!! *dead*".
