Actually, Sera has said that this was not the case, it just happened to work out that way.
Nothing is "slated", he doesn't know himself whether he'll be back. Sera has said Cas will be back, it doesn't mean Misha will (although I think they may bring him back for one or two eps). He has said that he won't be in the next 10 episodes.
He has stated that it is out of his hands. He has stated in interviews that he wanted to stay a regular for season 7 but it was out of his hands.
