Um no, the doll process of wiping her personality out even if it was a cure would not mean they had to prostitute her out. They could have thought they were curing her but they were raping her either way. The sex was not part of the cure, it was their way of profiting (not all her assignments involved sex but many did).

The controller is only outraged when she discovers that the mentally ill person was not mentally ill but had been drugged to seem very mentally ill by an evil guy who wanted to use her for sex. When she thought the woman was a plain regular mentally ill person she didn't care.
