Um, my mum plaited my hair every morning, and she had to go to work and do chores. "Takes the time to do something with your daughter's hair" does not mean "has nothing else to do."

Also, in a lot of primary schools, girls have to tie their hair back, so it just becomes part of the morning getting-dressed routine.

I was given to understand, based on anecdotes from older relatives, that parents in that era (and before) were a lot less involved with their children, that fathers were out at work (or at the end of the day, too tired to be bothered with them) and mothers too busy with epic amounts of housework to spend much time fussing over them. But that could just have been their personal experience. I shouldn't have generalised.

"That era"? Matilda was published in 1988, it wasn't that long ago.

Also, "fussing over them" again is not the same as "doing their plaits." I mean if you had say five little girls with hair you needed to do, that would be one thing. But it's a lot easier to plait someone else's hair than your own, and if you do it every day, you'll be able to do it very quickly and efficiently. I had long hair, but my mum could plait in a couple of minutes.

But it and other books of his were based on the author's childhood and experiences in school back when he was young.
