Our "supposed hero" learned that genocide wasn't the answer. He destroyed the Rainbow Bridge (his only way to return to Jane's side) to stop the Frost Giants being exterminated. Not sure how you missed that, it was kind of an important moment, being the climatic battle and all.

Thor was a pigheaded idiot who wore his everything on his sleeve. He got called on it and punished. It was Loki's manipulation that helped get him in trouble, but he was already arrogant enough to start a war so it's his own fault. Over the course of the film, he learned the error of his ways, going from somebody who would start a war because their pride was insulted and they were in lust with battle to somebody who would sacrifice himself without fight to save a town full of 'insignificant Midgardians'.

Loki, on the other hand, was just as pigheaded and arrogant, he just kept it well hidden from everybody else. The audience were the only ones to see the extent of his manipulation. While Thor is becoming a better person, Loki is becoming more and more tangled in his own self-serving web of lies. Seriously, I like the dude, but he was the villain and he acted that way. Thor initially wanted to go to war and was looking for any excuse. At the end of the movie, Loki was creating his own excuses to go to war.

Also, if Loki was able to turn the Bifrost into a way to kill the Frost Giants from afar, I'm sure the All Father was capable of doing the same. Odin did go to war against the Frost Giants during the prologue. The war was settled and he saw no reason to reignite it. Clearly war doesn't = DESTROY THE ENTIRE OPPOSING PARTY because he allowed the Frost Giants to live after that first battle. I'm not sure why you're inferring that the Asgardians going to war is the same as Loki's attempted genocide.

As for Loki's motives, I'm going to point at the second comment in this thread because it says everything I want to say. And I'll point out that Loki's whole "I only did it to please you!" speech at the end doesn't really hold much water, when everything he's said in the film has been a self-serving lie, has just been another type of manipulation. He easily comes across as a child caught doing something wrong who's trying to shift the blame for his own actions on to someone else, a teenager throwing a tantrum that ends in "IT'S ALL YOUR FAULT!"
