No, it isn't something that only affects third world countries. There have been huge jumps in population throughout all major first world countries with the advent of such things as vaccination programs. After the first vaccinations were introduced the population doubled from 1 billion to two in about a hundred years. After the end of the second world war it stood at just on 2 billion, since then it has more than tripled. Advances in medical technology and clean water, effective sanitation facilities have all served to allow these increases. (Incidentally, these events are not confined to the modern era, when humans shifted from hunter-gatherer lifestyles to agriculture there was also a population jump.)
