To me the movie is going to be like what Serenity was for Firefly. It's complete fan service. I don't think they're looking to get a new audience, but if they do that's a happy bonus. It's really just a way to tie up loose ends. I've heard talks of them airing like a half-season to lead up to the movie. I have mixed feelings about this because like you said, I'm not sure if it would go over well in broadcast now. I'll probably end up watching it as I'm a fan, but then it looks to be directed towards me in the first place.

The half-season (preliminary talk says 10 episodes, but that remains to be confirmed) is definitely going to happen as a Netflix streaming exclusive. Official press reports have been sent out, so it's not just hopeful talk any more. It looks like they're trying to become the next AMC in original programming, albeit on the internet. What they're after is prestige and legitimacy, and bringing back such a loved and respected property can only help them get it (and they're sure to pick up a number of those rabid fans as new subscribers, which can't hurt).

It's the movie we don't have a final deal for, though the usual suspects have been talking it up as recently as last month.
