My heart wants to recommend "Fake" but my brain reminds me that I haven't read it in awhile and thus can't vouch for the quality through the haze of nostalgia

I have re-read FAKE recently and am pretty sure it'd be up OP's alley, based on the criteria given.

- The uke is not a heavy blusher, even when the seme is actively hitting on him, trying to get him to go out on a date with him, and when they finally get together and have sex, it's completely consensual and there is no crying that I can see (although the first time would have been understandable, IMO, because there were deeply emotional things going on in his life outside of the relationship at the time).
- Seme definitely has a personality and is FAR from stoic (though he is quite dashing, IMO). He's loyal, has a sense of humor, and is protective of his adoptive family, children, and the uke (though the uke is also capable of protecting himself in some situations), but is also derpy on more than one occasion, has a quick temper, and slacks off when it comes to the paperwork side of police work.
- There is definitely plot. Not to spoil too much, but both seme and uke have to deal with personal demons (that DON'T always involve their relationship-in-progress, surprise, surprise), and are fairly frequently confronted with them due to their jobs as police officers. Heck, it'd almost be fair to call this a police drama/comedy with BL elements, rather than vice versa.

The main caveats I'd point out are Sanami Matoh's unique art style (it may take a little while to grow on you) and the fact that the first series runs seven volumes long and was published by TOKYOPOP in the US, so it'd probably take a bit of legwork to collect the whole series. That's assuming OP lives in the US, though, and not somewhere else where it may still be in print.
