But the Firefly Prologue makes clear that humans just used up Earth's resources, spread out to other planets, and that the inner rich planets have a ton of tech (like modern developed countries) and the outer planets don't, rather like some undeveloped countries today. So I'm not sure how that makes sense.

I usually try to get the dystopian novels I read in a chronological order that makes somehow sense that the events in one book are the reason for the events in the other. So I can understand the feeling that small things that don't work out are somehow frustrating.

Between Titan AE, Atlantis (he and Ben Edlund wrote the treatment), and Alien Resurrection (the script he wrote originally, not the butcher job that got filmed), he was working out his ideas for Firefly for years.
