And yet it's not the fact that other kids are hurting this person and making them miserable enough to have these feelings in the first place -- but rather that this person has these feelings regardless of a stated refusal to act on them in the way that you're so worried about.

Bullies freak me out. Victims of bullying having idle fantasies of revenge and empowerment does not. And I was in high school when Columbine happened. Worry more about "things getting bad enough" and less about what OP might do if/when that happens. Seriously.
