What do you think they're meant to be then? Because most of the characters in that picture are Britannians, i.e. high-class (and even noble in some cases) white people. Suzaku is Japanese and Kallen is half-Britannian half-Japanese.

So yeah, most of those characters are supposed to be white. If you're trying to make a point about how people shouldn't label anime characters as white simply because they don't fit the stereotypical Japanese phenotype (think that's the right word), then Code Geass is a bad example to pick.

What makes it even worse of an example than a large chunk of the main cast actually being white is that there's no difference at all in how the Britannian and Japanese characters are drawn. Show that group shot to a bunch of random people who aren't familiar with the show and ask them which two characters are Japanese, you'll probably get Lelouch and Nina long before Suzaku and Kallen.

Late comment is late, but actually most anime depictions we can trace back to Astroboy, which was totally ripping off Betty Boop (seriously look at it, no one can deny it), so basically all anime visual language is based off a cartoon depicting a white woman. ;)

If you want to go more abstract and theoretical, look a smiley face (a la walmart). Every person will identify the race of that smiley based on their own culture. Therefore while that simple face is clearly Japanese to a Japanese person, a person that comes from a society that views white as "default" will view it as white, etc.
