When you look at anime, most styles can be traced back to Astroboy. Astroboy imitated Western animation, particularly Betty Boop. Therefore we can really say that a lot of the anime visual style can be traced back to an American cartoon of a white woman.
The more general principle is that anime (and cartoon faces in general) are very non-specific. When a face is non-specific, we tend to project ourselves and our own culture onto it. This is why heros/heroines in animated movies tend to have very bland generic faces (so we can project onto them more easily) whereas the villains have a lot more caricature to them.
