Uh. I'm pretty sure that the legal definition of "minor" in the US is "under the age of 18," so the hypothetical 19-year-old would be in a shitload of trouble.

edit: looked it up, with the exceptions of Pennsylvania (21), Nebraska (19), and Alabama (19), the age of majority in the US is 18, and federal law defines it as such in the legislation I could find. This is different from the age of consent, which is 16-18 depending on state, and most states do have an age gap clause intended to protect minors who are in established relationships before one of them reaches the age of consent. The span of these clauses seem to vary quite a bit, though, and are available on Wikipedia if you really need to know.
