He lost a leg, which was replaced with a prosthetic. (The leg Cato slashed up, where the wound got super infected, etc.)

Because it unfortunately tended to get glossed over except when convenient. It really wasn't ever an issue except in Catching Fire, when they were in the arena. You think it would have made more of a difference in Mockingjay during the whole 'covert storming of the Capital and running from 627182639109 pods' thing but whoops, guess not. \:

Maybe, since the Capitol is so scientifically advanced, his prosthetic leg is every bit as good as a real one. I guess that's an excuse I could believe.
