If you're looking for advice, I'd suggest artists_beware on lj. The posts are mainly on furry art but also deal with art in general and they have LOTS of advice on commissioning people. You could probably post there if you have any questions (maybe note the mods first to make sure it's ok, or to direct you to a more appropriate source).

I think the most important thing you need to understand is that if you ARE looking for an artist, they're going to expect to get paid. Politeness and good manners will get you far in any business transaction. Comments like "looking for an artist pls email me with samples of your work"? are not going to help you, even if you mean it sincerely.

SA as before. Like technophile said I'm sure there are lj communities that cater to that style, or even go to a place like Deviantart. There are LOTS of people there who have an anime/manga style.
