It's from the movie "The Great Dictator" that is a look at Hitler's rise to power and antisemitism before Hitler actually did any of those things. Charlie Chaplin is mocking/parodying/ironic-ing Hitler in this segment, and I would highly consider looking at the movie and actually seeing what the plot is, and where this fits into before passing judgement.

Also, it's Charlie Chaplin. He wore the Hitler mustache before Hitler made it uncool, and it's even thematically important.
