Well, from what I know of this:
privateers = pirates who are "allowed" to pirate by their country. So they kinda are pirates.

It all depends on what you call a pirate, really. If it's a crew that independently sails the seas attacking other ships to steal their cargo then yes, privateers are pirates. If a pirate has to be a criminal than they're not. I don't know if there's a prevailing definition one way or the other.

That also depends though - if they're a pirate 'sponsored' or allowed to pirate by their country, that doesn't mean that they aren't criminals. It usually just means that they're being paid [either by actual payment or a 'get out of jail free' card] to focus on their countries enemies.

If you want to go by the strictest definition of a privateer, then they're private ships 'allowed' to attack [their countries'] enemies' ships during wartime. Which, in historical context? Means being able to attack and loot them. So yes, privateers *are* pirates.

Everything anon said above. I would also say, that a lot of times, while privateers were not by definition illegal (so saying you were a privateer was like talking about a valid profession), in reality meant that whatever navy there was had been told unofficially to ignore actual pirates' activities. Their activities were technically still illegal however. When the war's over, the navy is allowed to capture them for punishment again.
