The guy who wrote most of the first season and worked on a good chunk of the first series said Kasumi/Misty was for girls to relate to. Like a lot of shows aimed at little boys, one girl thrown in so they won't completely alienate the tomboys watching.
Yeah, I've read Loveless and I know which character you're talking about!
Hikari always looked pretty flat, though, even during the rare times she wore other clothes, aside from her one million variations on the same pink dress and her usual outfit... and the Pochama costume. ^^;
So, basically, Haruka's busty, Kasumi started out less so, then got bustier in Jouto, Hikari's flat, and Iris is flat. I think it's pretty much fair?
If you meant the outfits, you've got a point there! I'm mostly happy Pokemon isn't the sort of show that does panty shots (well, intentional ones that aren't split-second single frame ones that require you to be weird enough to go frame-by-frame to catch a sight of undetailed black panties...) and things, though.
