Again, having read only part of the first Hunger Games book, I can only cover so much, but I did notice these significant similarities in the way The Program and the titular Hunger Games work:
- Both competitions are broadcast on TV (in the case of The Games, it is mandatory for all citizens to watch) and people often bet on who has the best chance of winning based on published information about personality and skill level.
- In Battle Royale, 50 senior-level high school classes are chosen at random to participate in The Program. In Hunger Games, two children of age 11-18 (one male, one female) are chosen at random from each district involved in The Games. In both cases, weapons and other supplies are provided at random (in BR via pre-packed bags, in HG via mad dash to a central location loaded with supplies), the dead are publicly announced to competitors, and if players choose not to fight or the game goes too long without a kill, the organizers will set up hazards/danger zones to force players to fight.
It probably doesn't seem like all that much to some, but for me, the second similarity in particular is fishy. The author of the Hunger Games has said she did not know of Battle Royale before writing her trilogy, which is possible, I'll admit, but the setup of the competition... add to that the fact that both deal with corrupt governments looking to discourage rebellion of the masses (in BR by making citizens paranoid to the point of trusting no-one, in HG by reminding the lower classes of their failed rebellions), and... I honestly don't know what to say.
tl;dr - The books are similar, yet they're not. There's enough of a similarity to turn someone who's read one off of the other, but not enough for a plagiarism claim.
