Depends who you talk to. Mari's either, a useless addition to the series and whose only purpose lies in providing more fanservice, a badass without the typical pathos of an EVA pilot, bewbs, or this confusing character that seemingly dropped in from a completely different series/universe.

That seemed to be Anno's intention. He wanted a character that would "destroy Eva;" a girl that bore as many modern anime tropes as possible. Because he just loves deconstructing what anime fans love.
