Well, it's not so much that they're too weak to be at all useful, but I won't have the patience to train them until they are useful when I know I've already got other Pokemon that can already do what I need them to. Like, I have maybe 14 Pokemon that I trained up to get me past gym leaders and such, and some of those are also the ones that know the HMs that I need just to navigate the game (Cut, Fly, etc), so they keep ending up on my team even when I'd really like to switch things up.

I can't seem to manage to train my damn Tentacool for my life. :(

Tentacool...oh my, that really can be rather weak unless you train it a lot more levels than usually required xD And unless it's 5th gen, I'll suggest TMs. A Tentacool with Sludge Bomb might prove more useful? :D

I know the feeling when it comes to HMs. I've trained way too many water types because every game requires surf. For once, I'll like to not have a water type in my team, but I'll have to leave a space open because I'll need a HM slave if I don't train a water Pokemon.

In Ruby, I ended up not only keeping my first catch (a Zigzagoon), but I taught it Surf (and Dive, I think), so I didn't have a water type on my team for most of the game. xD There are non water-types that can learn those HMs, if you look for them.

That's true, but since I'll need Surf, Dive and Waterfall (I usually give my Pokemon two of those and leave the last one to a HM slave), I keep the lazy mindset of leaving a spot for the water type in my team. And truthfully speaking, the non-water type Pokemons that can learn the move usually aren't very appealing to me, although Linoone with pick-up might be useful in the long run.
