The book specifically says he has dark skin.

Did you think Rue was white too?

I pictured him as white too, but I guess it's because I'm picturing everyone from the Capitole as having pale pinkish skin due of the lack of time spent outside. Also, I totally missed the line about his skin color! :I

Rue and the other tribute from the 11 defenitely had really dark skin though.

No, it doesn't. This is how Cinna is described in The Hunger Games:

I'm taken aback by how normal he looks. Most of the stylists they interview on television are so dyed, stenciled, and surgically altered they're grotesque. But Cinna's close-cropped hair appears to be its natural shade of brown. He's in a simple black shirt and pants. The only concession to self-alteration seems to be a metallic gold eyeliner that has been applied with a light hand. It brings out the flecks of gold in his green eyes.

Unless it's mentioned later, there's nothing that outright states what color his skin is, whereas Rue is directly described as having "satiny brown skin". Apparently the gold eyeliner is supposed to be a clue, but not everyone picked up on that (I, for instance, have never been that interested in makeup and wouldn't know what colors look good with which skin types), and again, that's not specifically describing Cinna as having dark skin.

Thanks. I re-read the description when I heard about the casting choice specifically to see if I missed something, but that's all I saw. I didn't know gold eye-liner was an indicator at all until this post. I don't wear make-up, and the only thing that describes the characters physically is "brown hair, green eyes". Since I think he's the kind of person I'd like to be like (creative, hard working, compassionate), and we share the listed physical characteristics (except sex), I guess I wanted to projected myself in there (complete with a vague androgyny look, too).

In my defense, I never thought Rue was white.
