Hi ho, OP here.

And strange as it is, it's all the bureaucracy that attracts me to it. There's just something so fascinating about a professional syndicate dedicated to villainy, yet are restricted to all sorts of rules that all of the super villains within it seem to follow.

That's funny, because I find bureaucracy fascinating in real life (I guess you could say it's related to one of my career aspirations), but when it's attached to something outlandish like being a supervillain suddenly it seems unappealing.
