Oh, I read it as enabling the abortion, not the fraud.

IDK, I still think it was wrong to lie but I have to think, it's pretty fucked up that this was apparently the only way she could obtain an abortion. So that makes me sympathize with the OP, even though it's wrong to lie and fraud is wrong. IDK. I'm conflicted.

It's a fucked up situation where people have to even consider let alone implement fraud in order to get a safe abortion. I think lying was the lesser of two evils in this case, but nothing about the situation was good.
