Well, thanks, movie. Can't say I'm looking forward to "what is canon?" conversations.

I'm not sure what you mean by movie? In the movie Katniss fires at the same time as the other tribute throws his spear. So she's defending herself and Rue. In the book Rue is hit with the spear before Katniss fires the arrow.

But yeah, movie canon vs. book canon is going to be hell.
Personally, there were aspects I liked better about both. Specifically Cato. I liked how in the book he begged Clove not to leave him, but I also liked him at the end of the movie when he's broken and realized that all he knows how to do is kill - but he's still ready to take one more person with him.

I actually like all the changes the movie made as well. I can't remember off-hand, but I don't think most of them are contradictory to what happens in the book.

I mean, even this particular change is only important in the context of a question like this, where the morality of Katniss's action is under scrutiny. But still.

Hell, even in the book you could argue that Katniss may suspect but can't confirm the extent of Rue's injuries until after the threat is gone, so she's still acting in defense of Rue.
