Actually, she really did. Final book when they are voting to decide if they want to continue the Hunger Games taking children from the Capitol. She voted yes. That, to me, is morally reprehensible because it's taking vengeance out on people... and not just people but innocent children... who had nothing to do with the original decision. Now, if they'd been talking about having one final Hunger Games featuring ADULTS from the Capitol, specifically, Gamemasters and members of the government.... Well, that's something else entirely. They could have put a stop to it, and they had a hand DIRECTLY in killing children, but rather than say "Hey, let's not kill a bunch of little kids," they said "Oh, well, let's find MORE creative ways of murdering children because that's ENTERTAINMENT!!!" so, imho, they absolutely could use some just desserts. Put them in the arena and see how they like it.
