Yep! Littlefinger's implied that while unexpected events occur, there was never any doubt that there was going to be a war

Besides, if we're playing a 'blame one person' card, then you can say Cat kidnapped Tyrion because Varys or Baelish put that seed of doubt in there, or because Jaime pushed Bran out the window in the first place, or because Jaime and Cersei were there because Jon Arryn was killed and Robert wanted a new hand, or that Jon Arryn was killed because he discovered the twins' secret la la la loo loo loo it would never end. Wars never just start because of one event, or one person. Period.
