Well it'd be more fair to say the confidence a person has in their statements is correlated with how correct they are.

Just in the reverse way to what would be expected.

But in all seriousness yes you are correct, and the Dunning-Kruger effect is an even better (and specific) example of the possibly harmful cognitive biases behind confidence.
