Well, as far as Harry Potter goes, the kids are the protagonists. Readers spend the most time with them, and generally the characters we see often are the ones we identify with (we pick up traits that we might share, project our experiences onto them, etc., and underdeveloped characters are typically too much of an unknown to bother with). Those of us who write fanfiction are thus inclined to write about those characters.

A lot of fandom people (and really, people in general) are invested in romantic relationships between other people, including fictional characters. We're nosy. It's just how people are. Sex is typically a part of a romantic relationship, so we write about the characters we want in a relationship having sex, even if those characters happen to be underage.

Now, I personally find it squicky when the characters are, say, under fifteen because I don't like to think of kids that young having sex and possibly raising kids at that age, even though I know it happens all the time in real life, and also I find it pretty fucking creepy. But people are going to write what they're going to write, and I'm not the god of fandom who can magically eliminate all of the stuff I dislike. You can always report it if you think it's crossed a line into child pornography. I don't see why you have to discount all fanfiction because some of it is distasteful, and fanfiction isn't all about porn. A lot of it is, yes, but not all of it. Your sweeping generalization is only going to make people defensive.
