I...don't think that's a good idea, actually. Don't get me wrong, your ideas are interesting. But the current developer would likely not handle the premise all that well and some things (like Silent Hill's deities and the cult's origins) are better left as mysteries - IMO, having clear cut answers/infos on the deities or otherworld origins would kill the appeal.

I agree. One of the franchise's appeal is the mistery behind the place. Explaining everything would ruin it.

Hell, even the decision of explaining that a cult's god is behind everything was already a bad idea IMO. To me, Silent-Hill should be left as a mysterious place where crazy things happen for no explainable reasons.

Yeah. And generally speaking, if a story is setting up the mysteries of anything the way Silent Hill does, all explanations will inevitably be disappoiting (looking at you, Ringu franchise). Especially in horror settings.
